Oddly enough, but Pattaya has two big problems:

1. It’s difficult to find a job even for qualified specialist.
2. Lack of skillful employees.

First point is quite clear: tourist business is limited by tourist agencies, bars and restaurants, which don’t really require some qualification.
Second point is necessity of work permit and list of 39 occupations that foreigners may not have in Thailand. It means that guides, doctors, lawyers, construction workers, waiters, hairdressers cannot compete with locals.
Obtaining work permit is no cheap and fast process.
